Step 1: Tap on Phone app to open it.
Step 2: Tap on the Voicemail form the bottom menu.

Step 4: After the voicemail is deleted, scroll down to bottom where you’ll see Deleted option tap on it.
Step 5: Here you’ll see all the deleted voicemail list.
Step 6: On the top of right corner you’ll see clear all, Tap on it.
Step 7: After taping on Clear all, Tap on Ok if popup is promoted.
