The message BitLocker waiting for activation tells you the drive is set up for encryption but protection is not fully switched on. You see it in Control Panel next to the drive, usually with a link to turn BitLocker on. The six steps below explain what BitLocker waiting for activation means and how to finish the setup safely without losing data.
Quick answer: open BitLocker Drive Encryption, click Turn on BitLocker for the drive, save the recovery key, and check the status with manage-bde -status. If it keeps failing, check that TPM and Secure Boot are enabled.

What Causes BitLocker Waiting for Activation?
BitLocker needs a key protector, such as the TPM or a password, and a saved recovery key before protection is active. The status appears when: Problems like this often travel together, so it also helps to know the Windows RE image fix, the missing power plans guide and the automatic repair loop guide.
- The drive was encrypted by the device with a temporary clear key and no real protector has been added yet.
- The recovery key was not saved or the setup was interrupted.
- The TPM is disabled, not ready or not detected.
- The PC runs Windows Home, which only has a simplified device encryption feature.
- A work or school policy controls the drive and stops manual changes.
How to Fix BitLocker Waiting for Activation: Step-by-Step
Step 1: Check the BitLocker status
Open an elevated Command Prompt and run manage-bde -status. Look at Conversion Status and Protection Status for each drive. This tells you whether the drive is encrypted and whether protection is on or off. Microsoft documents the tool in its manage-bde reference. If this first step does not solve it, the SFC repair service fix cover related causes.
Step 2: Turn on BitLocker from Control Panel
Open Control Panel, System and Security, BitLocker Drive Encryption, and click Turn on BitLocker next to the drive. Follow the wizard and choose how to unlock the drive. This adds the missing protector.

Step 3: Save your recovery key
When asked how to back up the recovery key, save it to your Microsoft account, a USB drive or print it. Store it somewhere safe, because losing it can lock you out. Never keep the only copy on the encrypted drive.
Step 4: Enable protection with a command
If the drive is encrypted but protection stays off, run manage-bde -protectors -enable C: to turn protectors on. You can list them with manage-bde -protectors -get C:. Use the correct drive letter.
Step 5: Check TPM and Secure Boot
Press Win + R, type tpm.msc, and confirm the TPM is ready. If it is missing, enable it in the BIOS under Security as TPM, PTT or fTPM. Updating the BIOS can fix detection problems. Related device problems are covered in the Windows troubleshooter guide.
Step 6: Contact your IT team if the device is managed
A work or school PC may enforce BitLocker with policies. If changes are blocked or the recovery key is stored by your organization, ask the administrator instead of working around the policy.
Windows Home and Device Encryption
Windows Home does not include full BitLocker management. Many Home laptops use Device Encryption instead, which turns on after you sign in with a Microsoft account. You can check it in Settings, Privacy and security, Device encryption. For full BitLocker control you need Windows Pro or higher. The Microsoft BitLocker overview explains the editions.
Before You Change Anything
Back up important files first and make sure you can reach your Microsoft account, because a firmware change or hardware update can trigger a recovery key prompt on the next boot. If you ever need to repair the PC from recovery media, our repair Windows 10 from USB guide shows how.
Common Mistakes When Fixing BitLocker Waiting for Activation
- Starting the wizard without saving the recovery key.
- Saving the only recovery key on the encrypted drive.
- Changing BIOS or TPM settings without suspending protection first.
- Trying to force BitLocker on a Windows Home edition.
Quick Recap: BitLocker Waiting for Activation
Check the status, turn BitLocker on, save the recovery key and confirm that the TPM works. If BitLocker waiting for activation remains, enable the protectors with manage-bde or ask your IT team when the device is managed.
