Microsoft Store Policy 7.20 Hits October 22: Xbox Quietly Forces Mandatory PC Cross-Play and Cross-Save on Publishers
A quiet regulatory update buried inside Microsoft’s developer documentation is about to reshape how games are sold and played across Xbox consoles, Windows 11 PCs, and Windows gaming handhelds. Microsoft Store Policy Version 7.20, which officially goes into legal effect in six days on October 22, 2026, introduces sweeping new certification mandates that effectively outlaw treating the Xbox console store and the Windows PC Microsoft Store as separate ecosystems.
What Changes in Microsoft Store on October 22? Inside Clauses 10.13.12, 10.13.13, and 10.13.14
In the newly published policy document—which also standardizes branding across all legal text to all-caps “XBOX”—Microsoft added three strict technical requirements for any publisher shipping titles across its ecosystem:
Section 10.13.12 (Mandatory Cross-Network Play): Multiplayer titles distributed through the XBOX ecosystem across console and PC must support cross-generation and cross-device multiplayer matchmaking across the XBOX network.
Section 10.13.13 (Mandatory Cross-Device Saves & Entitlements): Players who move between an Xbox Series X|S console, a Windows 11 gaming PC, or an Xbox-partnered handheld (such as the newly released ASUS ROG Xbox Ally X20) must have seamless cloud save synchronization and unified DLC/currency entitlements.
Section 10.13.14 (7-Language Localization Floor): Titles targeting global store certification must provide baseline interface localization across seven core languages to prevent fragmented regional storefronts.
Why Microsoft Is Enforcing This Now: The Handheld & Next-Gen Convergence
For years, PC Game Pass and Microsoft Store buyers complained that certain third-party games quarantined Windows Store players in dead multiplayer lobbies separate from both Steam and Xbox console players, or forced users to restart their campaign saves from scratch when switching from their living room console to their PC.
With Xbox hardware increasingly merging with Windows 11 handhelds like the ROG Xbox Ally X20, Policy 7.20 forces third-party publishers to treat every Windows 11 PC and Xbox console as a single unified platform starting October 22.
